Integrating the Design Charrette into the Construction Bidding Process

The National Institute of Building Sciences has developed the Whole Building Design Guide.  As part of that guide, the case is made for the use of a Design Charrette at the beginning of the design process.  The Whole Building Design Process has two components:  Integrated Design approach and an Integrated Team process.  Traditionally, the use of the Design Charette adds significant lead time and upfront costs.  While the upfront costs are mitigated by the overall reduction of the building project and life-cycle costs, some owners may be reluctant to spend the time and money to conduct this important first step, the Design Charette.  We are seeking ideas on how to reduce lead time and costs of the charrette.  Does it make sense to include the design charette into the construction bidding process?
